Rishi= who has seen ved mantras within him after doing hard tapasya of Ashtang yoga Philosophy.
Swami= who is master/lord. Here Lord does not mean Brahma but Maalik.
Devi/Devta—she is devi who is learned of four Vedas. She is also called vidushi.
Devta and Dev is one and the same. Meaning is who is learned of four Vedas.
It is not necessary that Dev/Devi or Swami have attained Nirvilkalp Samadhi but all of them are learned of four Vedas and only Rishi or a Yogi have attained Nirvikalp Samadhi.

Both, Sri Krishna Maharaj and Shiv ji Maharaj, were learned of four Vedas and ashtang Yoga philosophy and thus may be called Rishi also. But mostly, both the divine dignitaries have not been addressed as Rishis, by people. Yes, my daughter, Bhagwad Geeta part II is being sent to you.

Swami Ram Swarup: Nobody is the author of the Vedas. Vedas is a knowledge which emanates direct from God and is originated in the heart of four rishis.

Pravesh Kumar: I want to know that Shivling kaise Bana?
Swami Ram Swarup: The description of shivling does not exist in eternal knowledge of Vedas which emanates direct from God. Vedas only tell to worship Formless God who creates, nurses and destroys the universe. So, I also do not know about shivling.
